Local train accident: Can the driver be blamed?

Early morning this news was not something pleasant to start the day with.
MUMBAI: Services on the Western Railway were disrupted for an hour on Thursday evening after an agitated mob blocked the tracks at Goregaon. They were upset at the death of a three-year-old girl who was knocked down by a local train while she and her family were crossing the tracks. Two others, including the girl’s grandmother, were injured.
What I failed to understand – Did the mob actually have the right to get agitated? Isn’t railway track crossing supposed to be a safety hazard and accident-prone? Can they actually hold the train driver responsible for the death of the little girl? Till we get to hear some more news on the same, my questions remain.
